Overview
Under general supervision performs a wide variety of maintenance, repairs, and inspections of new and existing commercial and residential stormwater construction; determines compliance with applicable codes and ordinances.
Responsibilities- Assists in establishing Municipal Separate Storm Sewer System (MS4) authority through enforcement and investigation of illicit discharges by monitoring outfalls, dry weather flows, and tracing of suspected illicit discharges.
- Performs storm drain erosion control inspections and on-going field inspections of assigned projects to verify compliance with approved stormwater pollution prevention plans and specifications to ensure the protection of the Town's infrastructure and water bodies.
- Conducts regular inspections and clear trash, debris, and vegetation in stormwater culverts, ponds, open channels, pipe, outfalls, headwalls, junction boxes, and inlets.
- Communicates to contractors and subcontractors when modifications are needed, using best management practices, and recommends issuing citations when appropriate.
- Reviews plans submitted but developers and engineers for proposed projects within the Town to verify compliance with the Town's standards and System requirements.
- Assists in the development of standards and specifications for stormwater materials and construction for use in rights-of-way and easements.
- Develops & sets up Traffic Control Plans in compliance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
- Attends and participates in various meetings, required continuing education, classes, meetings, and other training opportunities as appropriate; conducts research.
- Performs all tasks as related to the repair and maintenance of stormwater infrastructure. Uses a variety of hand and power tools; operates and oversees the operations of all heavy equipment.
- Participates in maintaining trucks, boats, tools, equipment, files, and documents; washes and fuels truck; stocks, cleans, and organizes tools and equipment.
- Investigates and assists residents and businesses with work order requests
- Serves as on-call as assigned.
- Plans, assigns, establishes priorities, and assists for Town special events.
- May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
- Performs other related duties as required or assigned.
- High school diploma or GED equivalent; AND
- Three (3) years of construction experience preferred; OR
- An equivalent combination of education, training, and experience.
- Must possess Compliance Inspector of Stormwater or receive within one (1) year of employment.
- Safe driving record and valid Texas Driver's License. A Texas Class B Commercial Driver’s License with Air Brake Endorsement or receive within one (1) year of employment.
- Clear Criminal Background check and pre-employment drug screen.
- Stormwater construction and installation standards.
- Applicable local, State, and Federal laws, codes, regulations, and ordinances.
- TCEQ standards and regulations.
- Records maintenance policies and practices.
- Materials, tools, and equipment used in utility system repair and maintenance.
- Work safety policies, procedures, and practices.
- Construction means, methods, and materials.
- Reading and interpreting plans and specifications.
- Interacting with staff, contractors, and the public tactfully and professionally
- Completing mathematic calculations.
- Establishing and maintaining effective working relationships.
- Communicating effectively both verbally and in writing.
Work is performed throughout the Town of Addison and requires a high level of physical exertion, may be required to load and unload objects weighing up to 100 pounds. Work is performed outdoors in all weather conditions and may require entry into confined spaces and extreme heights. This is a nonexempt position. Routine schedule is forty (40) hours per week, Monday through Friday.
Schedule may be modified if department needs arise. May be required to work overtime if needed.
