Senior Site HSE Engineer Projects

Job Summary

The jobholder is a key member of the supervision services team. S/He reviews contractors' HSE plans and ensures their adherence to local regulations and client requirements. S/He conducts regular audits and inspections to ensure the adherence of contractors and subcontractors to approved HSE plans to protect labor and property on site. The jobholder prepares periodic HSE reports, highlighting key HSE non-conformances and proposed corrective action plans in coordination with the contractors' HSE teams.

The jobholder also works closely with the Quality & HSE Section to enable corporate audits on the supervision site as per the corporate HSE audit schedules.

• Ensure responsibilities are fulfilled with a high quality and in a cost-effective manner

• Liaise with the Quality & HSE Section for the development of construction HSE plans, as needed
• Conduct HSE training and awareness sessions for supervision staff on site, as needed
• Support Project Managers with managing client relations and expectations, as needed
• Ensure client satisfaction with HSE measures on site

• Support Associate Project Managers with the review of contractors' work program, as needed
• Review and comment on the contractors' HSE plans and ensure compliance of plans with local codes and regulations
• Provide input to the Associate Project Manager for the development of project risk management plans, identifying potential risks and corresponding contingency plans
• Enforce and implement HSE policies and procedures on site, in coordination with the contractor and his HSE representative
• Conduct periodic HSE meetings with supervision staff and the contractors' HSE representative
• Conduct HSE audits on site in accordance with corporate policies and procedures
• Identify HSE non-conformance issues on site and develop corrective / preventive actions to address non-conformances with the contractors
• Prepare periodic HSE performance reports, highlighting HSE issues on site and recommend HSE initiatives and mitigation measures to address non-compliance patterns
• Carry out accident and incident investigations on site
• Provide input to the Planning Engineer for the development of project progress reports, as needed
• Cooperate with HSE audits conducted by the Quality & HSE Section on the project site, as per corporate policies and procedures
• Implement corporate policies and procedures

• Upload relevant projects materials (e.g. HSE reports, HSE plans, policies, procedures, templates) to the K&A knowledge management repository as per corporate policies and procedures
• Attend periodic training to further develop relevant skills

• Bachelor's Degree in Engineering
• Certification in HSE is preferred
• Knowledge of construction supervision services and HSE best practices
• Understanding of local HSE regulations
• Strong attention to detail
• Good communication and presentation skills
• Good interpersonal skills
• Knowledge of technical safety risk assessment tools and process safety management systems
• Proficiency in spoken and written English and Arabic

• 10+ years of experience with a regional / multinational engineering firm in an HSE function

• Demonstrated experience within an HSE function on construction / construction supervision projects
• Experience with HSE audit activities and the resolution of HSE non-conformances on construction sites
• Experience with HSE practices of contractors
