Assistant Resident Engineer – DMS

We are seeking a qualified and experienced ARE – Distribution Management System (SCADA / Power Distribution) to join our team for utility and infrastructure projects in Abu Dhabi. The ideal candidate must have strong technical knowledge of Abu Dhabi HSE legislation, codes of practice, and industry best practices.

Job Purpose

Site supervision of the Contractor’s DMS‑related works, ensuring that installation, integration, testing, and commissioning activities are executed in full compliance with approved drawings, specifications, utility standards, and contract requirements.

Key Responsibilities
  • Supervise the Contractor’s site activities related to DMS, SCADA interfaces, and associated field systems.
  • Verify installation and commissioning of SCADA/DMS servers, workstations, and networking equipment.
  • Verify installation and commissioning of RTUs, IEDs, field devices, and communication infrastructure.
  • Ensure Contractor compliance with approved design documents and system architecture.
  • Ensure Contractor compliance with method statements and installation procedures.
  • Ensure Contractor compliance with FAT, SAT, and commissioning plans.
  • Witness and monitor Factory Acceptance Tests (as required).
  • Witness and monitor Site Acceptance Tests.
  • Witness and monitor integration and functional testing between DMS, SCADA, GIS, and field devices.
  • Supervise validation of DMS functions such as fault management & system restoration (FMSR), switching and outage management support, network model consistency and data accuracy.
  • Coordinate on site with electrical, telecom, protection, and civil teams to resolve interface issues.
  • Identify non‑conformances, support issuance of NCRs, and monitor corrective actions.
  • Maintain site records, inspection reports, and progress updates.
  • Ensure Contractor compliance with HSE requirements during all site activities.
Minimum Qualifications
  • Bachelor’s Degree in Electrical Engineering or equivalent.
  • 8–12 years experience in SCADA / DMS site supervision for power distribution projects.
  • Proven experience supervising Contractors on utility automation projects.
  • Prior experience working for an Engineering Consultant is mandatory.
Certifications / Competency
  • Strong practical knowledge of Distribution Management Systems (DMS) and SCADA systems & field integration.
  • Familiar with communication protocols (IEC 60870‑5‑101/104, IEC 61850).
  • NEBOSH IGC or IOSH Managing Safely.
Additional Requirements
  • Strong site coordination and supervision skills.
  • Ability to enforce contract compliance and quality standards.
  • Good reporting, documentation, and communication skills.
  • Other benefits as per UAE Labour Law.
