Overview

The Energy Efficiency Policies Specialist is in charge of providing insight, technical, and methodological expertise in shaping and directing water efficiency-related policies and strategies within the energy sector and the broader government sector. This role also includes developing tariff and subsidy reform policies and ensuring that they are consistent with governmental, social, and economic objectives.

Furthermore, the Energy Efficiency Policies Specialist is responsible for ensuring that the policies and strategies developed are consistent with the Entity's plans for advancing the energy sector's development in an effective and efficient manner. This includes effectively disseminating information on energy efficiency issues in order to foster informed discussion, participation, and decision-making.

Key Responsibilities
  • Develop policies, strategies and plans related to energy efficiency activities across the sector.
  • Support and provide guidance in technical areas, as and when required. This includes the development of tariffs and subsidies policies, strategies and plans in line with relevant requirements/ objectives.
  • Contribute to a better understanding and guidance of the steps involved in evidence-based policy development for energy efficiency-related activities in the sector.
  • Drive high-quality standard research evidence consideration in the decision-making process within the Entity.
  • Concentrate on defining the policy area to be addressed within the energy efficiency sector, raising awareness, and prioritizing specific issues.
  • Determine all possible policy options and assist in selecting the best option through assessing the impact of discussed options.
  • Support research and pilot projects to assess the impact of the policies discussed, and review and commission new research related to water efficiency activities.
  • Drive the design and implementation of impact evaluations for new policies, including addressing weaknesses as needed.
  • Focus on methods of appraising evidence when setting a policy and outline ways of applying evidence in decision-making.
  • Consult the relevant stakeholders impacted by the policy for service delivery/implementation.
  • Consult relevant experts, both within the entity and externally as and when required.
  • Consider a range of properly costed and appraised options when implementing policies, strategies and plans.
  • Monitor and assess the process and the impact of the policy to develop a monitoring mechanism that provides a basis for future decision-making.
  • Define success criteria, building an element of evaluation into the policy-making process from the outset.
Qualifications

Bachelor's degree in a related field, such as engineering, mechanical engineering, or energy/environmental policy.

Experience

Minimum of 3-5 years of experience, in a relevant field e.g., Experience in energy sector policy making, including preparation of policy proposals, evaluation and collecting feedback.
