We are seeking an experienced Estimation Manager – Infrastructure to lead the pre-contract estimation and tendering function across major infrastructure projects, including roads, utilities (wet & dry), bridges interfaces, and associated civil works
.

This role is critical in driving accurate, competitive, and risk-aware bids
, managing estimation teams, and leadership with strategic pricing decisions.

• Lead and govern the end-to-end estimation process for infrastructure tenders
• Establish and enforce estimation standards, assumptions, and review controls

Oversee preparation of:

• Detailed cost estimates
• BOQs and pricing schedules
• Cost models and bid summaries
• Conduct final reviews and obtain management approvals prior to submission
• Analyze tender documents, drawings, specifications, and contract conditions
• Identify technical, commercial, and construction risks and ensure appropriate pricing
• Coordinate closely with:
• Planning teams for sequencing and construction durations
• Technical and construction teams for buildability inputs
• Procurement teams for subcontractor and supplier pricing
• Drive value engineering, alternatives, and optimization strategies

• Manage and mentor Senior / Junior Estimation Engineers and QS teams
• Allocate workloads, manage tender timelines, and ensure on-time submissions
• Review quantity take-offs, assumptions, and pricing logic prepared by the team
• Build and maintain a high-performing estimation function

• Bachelor’s Degree in Civil Engineering (Mandatory)
• Master’s degree or professional certifications are an advantage

• 15+ years of experience in infrastructure estimation
• Minimum 5+ years in an Estimation Manager / Lead role

Strong experience across:

• Roads and infrastructure works
• Wet & dry utilities
• Interface coordination with bridge works
• Background working with Tier-1 / Tier-2 main contractors
• UAE or GCC tendering experience is highly preferred
