COMPETENCY MANAGEMENT LEAD

Petrofac is a leading international service provider to the energy industry, supporting energy companies with infrastructure design, construction and maintenance. The Competency Management Lead will lead a team that delivers high‑quality competency management services, ensuring governance, resource planning, and continuous improvement across the organisation.

RESPONSIBILITIES
  • Lead a team of competency advisors and coordinators; deliver services aligned with industry and company standards.
  • Maintain quality, integrity, and governance of the Competence Management Service (CMS).
  • Line‑manage, coach, and mentor Competence Advisors and Coordinators; develop their professional growth.
  • Plan resources for the full Competence & Training team scope; carry out resource planning.
  • Act as subject matter expert for the organisation; provide business‑compliance awareness of Competence Management Services.
  • Oversee competency management systems to track, assess, and report workforce competency.
  • Super‑user for Skills

    VX; coordinate Competence Assurance Steering Group meetings.
  • Collaborate with TMS team to deliver training and competency requirements for all stakeholders.
  • Work with Technical Authority/Business SME network to support Competence Assurance; ensure technical currency.
  • Develop, review, and maintain competence‑related processes, procedures, and supporting documentation.
  • Prepare proposal documents in line with external customer requirements, costs, and framework requirements.
  • Project‑manage all improvement projects, aligning Competence and Training requirements with relevant industry standards.
  • Consult and advise internal and external customers on appropriate frameworks and approaches.
  • Maintain awarding organisation approvals (e.g., SQA centre status, OPITO).
  • Head of Centre for SQA; apply additional qualification delivery in line with business requirements.
  • Grow the CMS as an external offering; conduct internal competence audits.
  • Act as focal point for external competence audits (OPITO, HSSE, FPAL, ISO, Customers).
  • Lead internal quality assurance; manage all QA aspects of competence assurance – audits, reporting, review, verification, training, etc.
  • Ensure development of all personnel within the team to meet strategic and business requirements.
  • Coach and support stakeholders on competency processes and best practices.
  • Monitor performance metrics and deliver regular reports to senior leadership.
  • Facilitate regular competence forums.
  • Take personal responsibility for safety and adhere to Petrofac’s life‑saving rules.
  • Comply with all relevant Petrofac Facilities Management (PFM) Health, Safety & Environmental (HSE) policies and procedures where appropriate.
  • Actively participate in, and support, all PFM HSE plans, initiatives and improvements.
  • Live Petrofac Values and apply them in day‑to‑day work.
ESSENTIAL QUALIFICATIONS AND SKILLS
  • SVQ level 3 or 4 in a relevant discipline, or equivalent qualification.
  • In‑depth knowledge of competency assurance practices and accreditation, including competency models and assessment tools.
  • Qualified Workplace Assessor and Internal Verifier (current standard L&D9di & L&D11).
  • Qualified Lead Auditor.
  • Management or Leadership qualifications.
  • Knowledge of the Oil and Gas industry (or other highly regulated/safety‑focused industry).
  • Strong working knowledge of training management in high‑risk industries.
  • Experience in a supervisory role.
  • Experience in development of competency framework, processes and procedures.
  • Proven recent experience managing qualification programmes – successful completion of approval application with awarding body (SQA, C&G or similar).
  • Proven recent experience within Head of Centre or centre coordination roles with SQA, City & Guilds or similar.
  • Proven recent experience within Lead Verifier role – successful outcomes on centre approval audits.
  • Prior experience in upstream/downstream operations, engineering, or technical services.
  • Awareness of HSE (Health, Safety, Environment) standards and compliance requirements.
  • Ability to work autonomously on own initiative.
  • Ability to lead and motivate a team.
  • Experience in coaching, mentoring, and performance management.
