Koniag IT Systems, LLC, a Koniag Government Services company, seeks an experienced Program Manager with a TS/SCI security clearance to support KITS and our government customer in Aberdeen, MD. Responsibilities
  • Lead and manage a team of 50+ IT professionals providing support to approximately 3,300 users across multiple locations.
  • Develop and implement strategic IT program plans aligned with customer requirements and organizational objectives.
  • Manage program budgets, resources, schedules, and performance metrics to ensure successful delivery of services.
  • Coordinate with government stakeholders to identify requirements, establish priorities, and adjust workforce allocation as needed.
  • Ensure compliance with DOW standards, policies, and security requirements and oversee delivery of IT services.
  • Lead regular program reviews and status meetings with government counterparts.
  • Manage fluctuating workloads and priorities by increasing, decreasing, or relocating resources as required.
  • Ensure proper documentation of all program activities, decisions, and deliverables.
  • Identify and mitigate program risks while developing and implementing risk management strategies.
  • Build and maintain strong relationships with government stakeholders and technical teams.
  • Ensure compliance with all contract terms, conditions, and performance requirements.
Qualifications
  • Bachelor’s degree in a directly related IT field with 11+ years of experience, OR Master’s degree with 9+ years of experience.
  • 10+ years of experience leading teams of 50 or more employees.
  • Relevant education/experience in IT disciplines (e.g., Network Engineering, Computer Science, Information Systems, Computer Security).
  • Experience working in DOW Computing Environments.
  • Security+ certification (or equivalent DOW Directive 8570.1 IAT II).
  • At least one project management certification (PMP, CAPM, etc.).
Skills & Competencies
  • Experience managing complex IT programs within DOW environments.
  • Strong understanding of government contracting procedures related to IT services.
  • Proven ability to lead large teams and manage programs with multiple stakeholders.
  • Experience managing fluctuating workloads across multiple geographic locations.
  • Excellent written and verbal communication skills.
  • Strong budget management and financial acumen.
  • Thorough understanding of DOW security requirements and IT governance.
  • Experience in risk management and mitigation strategies.
  • Knowledge of ITIL practices and principles.
  • Adaptability to changing priorities and requirements.
  • Proficiency in program management tools and methodologies.
Desired Skills
  • PMP certification.
  • ITIL certification.
  • Experience supporting federal testing and evaluation operations.
  • Knowledge of federal IT systems and infrastructure.
  • Experience with IT service management tools and practices.
  • Familiarity with DOW acquisition processes.
  • Advanced degrees in Business Administration, IT Management, or related fields.
  • Experience with Agile and traditional project management methodologies.
  • Understanding of IT modernization initiatives within the DOW.
Clearance Requirement
  • TS/SCI security clearance.
