Cross Fraser Partnership (CFP) is a general partnership between Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., and Pomerleau BC Inc., selected to deliver a new, eight-lane immersed tube tunnel replacing the existing George Massey Tunnel on Highway 99. The project will include three vehicle lanes and a dedicated transit lane in each direction, plus a separated active transportation corridor for cyclists and pedestrians.
Position OverviewThe Quality Assurance Manager is responsible for directing and managing the quality assurance and document control functions for the CFP project. Reporting to the Quality Director, this role ensures the effective implementation, maintenance, and continual improvement of Quality Management Systems (QMS) and Environmental Management Systems (EMS) aligned with ISO 9001, ISO 14001, and project-specific requirements. The Quality Assurance Manager coordinates documentation, compliance activities, internal audits, and continuous improvement initiatives, ensuring all project deliverables meet internal, regulatory, and client standards.
Key Responsibilities- Develop, implement, and maintain the project’s Quality Management System (QMS) and Environmental Management System (EMS) in compliance with ISO 9001, ISO 14001, and project requirements.
- Ensure ongoing compliance with internal policies, client (DBA) requirements, and relevant regulatory standards.
- Maintain accurate and up-to-date quality documentation, including procedures, processes, forms, and audit records.
- Plan and lead project quality, environmental, and health and safety management reviews at defined intervals; develop action plans and oversee the implementation of improvement actions.
- Prepare the quality audit plan, manage and conduct internal audits, and monitor the follow-up of audit findings and corrective/preventive actions.
- Lead the development, review, and update of project processes, monitoring key performance indicators (KPIs).
- Manage and ensure the effective implementation of Electronic Document Management System (EDMS) tools, procedures, and training for processing project deliverables and records.
- Monitor compliance and updates to document control procedures; oversee document control KPIs.
- Coordinate with other project departments to ensure effective quality processes and the training of project staff.
- Promote and support a culture of quality and continuous improvement across the project team.
- Ensure clear and ongoing communication and training for project teams regarding quality processes and requirements.
- Experience in quality assurance and/or process improvement within large infrastructure or construction projects.
- Strong knowledge of Quality Management and Environmental Management frameworks (ISO 9001, ISO 14001).
- Proficiency with quality assurance tools and methodologies, including corrective and preventive actions, root cause analysis, statistical process control, and audits.
- Effective communication and document management skills.
- Experience with document control systems and electronic document management tools is an asset.

Salary Range: The expected salary range for this opportunity is $110,000- $150,000. Compensation is exclusive of bonus and in addition to our comprehensive employee benefits program. Availability of certain benefits may vary based on job
